State librarian, appointment, duties, qualifications.

181.043. The secretary of state shall appoint a statelibrarian who shall administer the affairs of the Missouri statelibrary under the rules and regulations of the secretary of stateand who shall serve at the pleasure of the secretary of state.The state librarian shall be a graduate of an accredited collegeor university, and be graduated from an accredited libraryschool, and shall have library experience. The state librarianshall appoint the personnel in connection with the variousactivities of the state library, subject to the approval of thesecretary of state. The provisions for appeals provided insection 36.390, RSMo, for dismissals of regular merit employeesshall apply to the employees of the state library, that allstaffs presently employed must be transferred as regular stateemployees.
