Voters of municipal district may vote on establishing orinclusion in county district when--effect.

182.030. Whenever voters equal to five percent of the totalvote cast for governor at the last election in an existingmunicipal library district within the geographical boundaries ofa proposed or existing county library district shall petition inwriting the county commission to be included in the proposed orexisting county library district, subject to the officialapproval of the existing county library board, the voters of themunicipal library district shall be permitted to vote on thequestion for establishing or joining the county library district,and on the proposition for a tax levy for establishing andmaintaining a free county library. If the question carries by amajority vote, the municipal library district shall become a partof the county library district at the beginning of the nextfiscal year and the property within the municipal librarydistrict shall be liable to taxes levied for free county librarypurposes. If a majority of voters in the existing municipallibrary district oppose the county library district, the existingmunicipal library district shall continue.
