Board to organize--rules and regulations--county librarian,appointment.

182.060. 1. The board of trustees, immediately after theirappointment by the county governing body, shall meet and organizeby the election of one of their number as president and one astreasurer and by the election of such other officers as they maydeem necessary; shall make and adopt such bylaws, rules andregulations for their own guidance as may be expedient, notinconsistent with law, for the government of the library and ingeneral shall carry out the spirit and intent of sections 182.010to 182.120 in establishing and maintaining the free countylibrary.

2. The board, in case such library district establishes itsown free county library, shall appoint a qualified librarian whoshall be the chief executive and administrative officer for thelibrary district and shall serve at the pleasure of the board.
