Facilities to be free, commission rules and regulations,employee benefits.

184.362. The use and enjoyment of such institutions andplaces, museums and parks of any and all of the subdistrictsestablished under sections 184.350 to 184.384 shall be foreverfree and open to the public at such times as may be provided bythe reasonable rules and regulations adopted by the respectivecommissions in order to render the use of the said subdistrict'sfacilities of the greatest benefit and efficiently to thegreatest number. The respective commissions may exclude from theuse of the said facilities any and all persons who willfullyviolate such rules. In addition said commission shall make andadopt such bylaws, rules and regulations for its own guidance andfor the election of its members and for the administration of thesubdistrict as it* may deem expedient and as may not beinconsistent with the provisions of the law. The respectivecommissions may contract for, or exact, a charge from any personin connection with the use, enjoyment, purchase, license or leaseof any property, facility, activity, exhibit, function, orpersonnel of the respective subdistricts. Said commission shallhave exclusive control of the expenditures of all moneyscollected by the district to the credit of the subdistrict'sfund. The commission of any subdistrict established by thevoters under the authority of section 184.350 shall haveexclusive control of the construction and maintenance of anysubdistrict buildings built or maintained in whole or in partwith moneys of said fund and of the supervision, care and custodyof the grounds, rooms or buildings constructed, leased or setapart for the purposes of the subdistrict under the authorityconferred in this law. The commission of any subdistrictestablished by the voters under the authority of section 184.350shall have the power to appoint a director and necessaryassistants, to fix their compensation and shall also have powerto remove such appointees. All employees, appointees andofficers of publicly owned and operated museums and zoologicalparks shall on the establishment of a subdistrict related theretobecome employees of the subdistrict and such appointees' andemployees' seniority, pension, salaries, wages and fringebenefits shall be equal to or better than that existing at thetime of the establishment of the subdistrict insofar as may bepossible. The respective commissions shall whenever the needarises transmit to the district a complete survey and report ofthe subdistrict's need for construction, reconstruction andrepair of improvements, buildings and other facilities and shallinclude all information and data necessary for the purpose ofascertaining the cost of such improvements and shall furthercertify to the district the need for incurring additionalindebtedness as provided in sections 184.364 to 184.376 herein.
