Powers of council--china painting to be recognized as fine art.

185.040. 1. The duties of the council shall be:

(1) To stimulate and encourage throughout the state thestudy and presentation of the performing and fine arts and publicinterest and participation therein;

(2) To make such surveys as may be deemed advisable ofpublic and private institutions engaged within the state inartistic and cultural activities, including, but not limited to,music, theater, dance, painting, sculpture, architecture, andallied arts and crafts, and to make recommendations concerningappropriate methods to encourage participation in andappreciation of the arts to meet the legitimate needs andaspirations of persons in all parts of the state;

(3) To take such steps as may be necessary and appropriateto encourage public interest in the cultural heritage of ourstate and to expand the state's cultural resources; and

(4) To encourage and assist freedom of artistic expressionessential for the well-being of the arts.

2. China painting, which is the overglaze decoration ofchina, is recognized and declared by the general assembly to be afine art.
