Petitions--consolidation, when--amended, how.

190.025. If two or more petitions covering in part the sameterritory are filed prior to the public hearing upon the petitionwhich is first filed, the petitions shall be consolidated forpublic hearing, and hearing thereon may be continued to permitthe giving of notice of any subsequent petitions. At the publichearing upon the petitions, the petitioners in the petition firstfiled may move to amend the petition to include any part of theterritory described in the subsequent petitions, either asoriginally filed or as amended. Any such motion shall be allowedby the commissioners of the county commission. The publichearing shall proceed upon the first petition as originally filedor as so amended, and further proceedings upon any otherpetitions subsequently filed shall be stayed and held in abeyanceuntil the termination of all proceedings upon the first petition,or any petition may be dismissed or withdrawn upon motion of thepetitioners therein by their representatives.
