Land may be leased for farming or grazing--procedure.

191.127. 1. The director of the department of socialservices is hereby authorized to lease real property operated bythe department of social services previously used for grazing orfarming and determined by the chief administrative authority ateach facility to be in excess of the immediate needs andrequirements of the state facilities.

2. The state director of the division of purchasing shalloffer for lease such lands by sealed bids to the general public.The bids shall be opened by the state director of the division ofpurchasing, but all bids may be rejected.

3. The term of the lease shall be for a period of one yearor less, and the lessor shall have the option of renewing thelease from year to year, and the lease shall include conditionsthat the lessee shall use and maintain the land for agriculturalpurposes and will maintain all fences and buildings on the leasedland.

4. The administrative official of the state facility wherethe land is located or his representative shall periodicallyinspect the property to insure compliance with all provisions ofthe lease.

5. The director of the department of social services shallsign the lease on behalf of the state.
