191.686. 1. The department of health and senior services shalldesignate one HIV testing site in the St. Louis area, one in the Kansas Cityarea, one in the central Missouri area and one in the Springfield area wherethose persons not required to undergo HIV testing without the right of refusalmay be tested anonymously.

2. All physicians, hospitals, or other persons authorized by thedepartment of health and senior services who perform or conduct HIV samplingmay refuse to perform or conduct anonymous HIV sampling for an individual andmay refer such person to the designated HIV testing sites.

3. A coded system that does not link individual identity with therequest or result shall be used to report the results of such testing to thedepartment of health and senior services.

4. All designated HIV testing sites shall be required to initiatecontact notification when submitting test results to individuals who requestanonymous testing and who test positive for HIV infection.
