State hospital advisory councilcreated--appointment--qualifications--terms--director of healthto approve applications for federal assistance.

192.240. 1. There is created a "State Hospital Advisory Council" of tenmembers who shall be appointed by the governor by and with the consent of thesenate.

2. The advisory council shall be composed of citizens who have residedin this state not less than five years immediately prior to their appointmentand shall include two members representing nongovernmental organizations orgroups, two members representing state governmental agencies concerned withthe operation, construction or utilization of hospital or other facilities forthe diagnosis, prevention or treatment of illness or disease or for theprovision of rehabilitation services, one member particularly concerned withthe education or training of health professions personnel and five members whoare representatives of consumers familiar with the need for the servicesprovided by such facilities.

3. Each member of the advisory council shall serve for a term of twoyears from and after his appointment and confirmation.

4. The members of the council shall not receive any compensation fortheir services but shall be reimbursed for actual and necessary travel andsubsistence expenses incurred when acting officially as members of theadvisory council.

5. The state board of health is empowered to consult with the departmentof health and senior services on the official state plan for construction andmodernization of hospitals and other medical facilities, as well as with stateagencies and nongovernmental organizations or groups concerned withrehabilitation services.

6. The director of the department of health and senior services willapprove such applications for federal assistance in the construction andmodernization of hospitals and other medical facilities as may be consideredadvisable after consultation with the state board of health.
