193.035. The department may promulgate rules and regulations for thepurpose of carrying out the provisions of sections 193.005 to 193.325. Norule or portion of a rule promulgated under the authority of this chaptershall become effective unless it has been promulgated pursuant to theprovisions of section 536.024, RSMo.
