Educational and research programs authorized--report, contents oneffect of drugs, publication.

195.198. 1. The director of the department of health and seniorservices shall carry out educational programs designed to prevent and determisuse and abuse of controlled dangerous substances. In connection with suchprograms he may:

(1) Assist the regulated industry and interested groups andorganizations in contributing to the reduction of misuse and abuse ofcontrolled substances;

(2) Consult with interested groups and organizations to aid them insolving administrative and organizational problems;

(3) Assist in the education and training of state and local lawenforcement officials in their efforts to control misuse and abuse ofcontrolled substances.

2. The director of the department of health and senior services shallencourage research on misuse and abuse of controlled substances. Inconnection with such research and in furtherance of the enforcement ofsections 195.005 to 195.425, he may:

(1) Establish methods to assess accurately the effects of controlledsubstances including but not limited to gathering, analyzing, and publishing areport using existing data regarding poisoning episodes, arrests relating tocontrolled substance violations, crime laboratory determinations, departmentof health and senior services investigations and audits, information availablefrom the federal Drug Enforcement Administration and Food and DrugAdministration, and to identify and characterize substances with potential forabuse;

(2) Make studies and undertake programs of research to develop new orimproved approaches, techniques, systems, equipment and devices to strengthenthe enforcement of sections 195.005 to 195.425.

3. The director of the department of health and senior services mayenter into contracts for educational and research activities.
