196.180. The chamber of commerce of the city of St. Louis ishereby authorized to appoint a board of flour inspectors for thecity of St. Louis, for the purpose of inspecting flour designedfor shipment, under such rules and regulations as it may see fitto establish, whose brands, between buyer and seller, shall beevidence of the quality of the flour they represent, and whichmay have been subjected to said inspection.
