196.354. The duty of enforcing sections 196.311 to 196.361 is vestedin the director who shall adopt and promulgate such rules and regulationsas are necessary to secure the enforcement of and carry out the provisionsof sections 196.311 to 196.361. No rule or portion of a rule promulgatedunder the authority of this section shall become effective unless it hasbeen promulgated pursuant to the provisions of section 536.024, RSMo.
