196.455. It shall be unlawful for any person, firm,copartnership or corporation to operate a locker plant in thisstate unless such person, firm, copartnership or corporation hassecured an annual license therefor from the department. Aseparate license shall be secured for each locker plant. Theapplication for such license shall be in writing on formsprescribed and furnished by the department. A license issued fora locker shall be transferable upon written permission of thedirector.
