Semiannual inspection of plants.

196.465. Upon receipt of the application for a licenseaccompanied by the required fee, the department shall inspect theplant to be licensed and if it finds that such plant complieswith the provisions of law, the department shall issue suchlicense. The persons designated by the department to make suchinspection shall be persons having practical knowledge of theoperation of cold storage plants and the storage of food therein,and shall be thoroughly familiar with the provisions of the lawapplicable to locker plants and the applicable rules andregulations of the department. The department shall inspect alllocker plants licensed under sections 196.450 to 196.515 at leastonce each six months, and may make such additional inspections asthe department deems necessary. The department and itsrepresentatives shall have access to locker plants at allreasonable times for the purpose of making inspections.
