Any hospital which is in operation at the time ofthe promulgation of any applicable rule or regulation or minimumstandard under this law shall be given a reasonable time underthe particular circumstances not to exceed two years from thedate of such promulgation within which to comply with such rulesand regulations and minimum standards.
