Department may inspect and investigate--delegation of suchauthority authorized, when.

197.230. The department of health and senior services shall make, orcause to be made, such inspections and investigations as it deems necessary.The department may delegate its powers and duties to investigate and inspectambulatory surgical centers to an official of a political subdivision having apopulation of at least four hundred fifty thousand if such politicalsubdivision is deemed qualified by the department to inspect and investigateambulatory surgical centers. The official so designated shall submit awritten report of his findings to the department and the department may acceptthe recommendations of such official if it determines that the facilityinspected meets minimum standards established pursuant to sections 197.200 to197.240.
