201.060. The administrator shall promptly after the effective dateof this chapter adopt plans for the administration of this service andpromulgate necessary rules and regulations which, together with anyamendments thereto, shall be kept on file at the principal office of theservice, shall constitute a public record and be subject to inspection byany person at all reasonable times. The administrator shall also cause theplans and amendments thereto and the rules and regulations relating theretoto be published in pamphlet form, and copies thereof shall at all times bekept by the service for distribution to interested persons. No rule orportion of a rule promulgated under the authority of this chapter shallbecome effective unless it has been promulgated pursuant to the provisionsof section 536.024, RSMo.
