Board of trustees, no power to levy taxes until approval.

204.253. 1. The board of trustees of the common sewerdistrict over the subdistrict formed under the alternative methodof formation provided in subsections 3 to 7 of section 204.250shall have no power to levy or collect any taxes for the paymentof any indebtedness incurred by the common sewer district unlessand until the voters of the common sewer district or thesubdistrict shall have authorized the incurring of indebtednessat an election. All expenses and indebtedness incurred by thecommon sewer district on behalf of the subdistrict may be paidout of funds which may be received by the common sewer districton behalf of the subdistrict from the sale of bonds authorized bythe voters of the subdistrict or the voters of the common sewerdistrict.

2. Nothing in this section shall be construed to preventthe board of trustees from expending funds of the common sewerdistrict for the benefit of the subdistrict or to require theboard of trustees to expend funds of the common sewer districtfor the benefit of the subdistrict.
