Advisory board, composition of--not required, when.

204.310. The representative of each subdistrict advisoryboard chosen pursuant to section 204.571, together with the mayoror chief executive officer or the authorized representative ofevery incorporated municipality and a representative authorizedin writing to act in that capacity of every subdistrict, whichlies partially within the district and which operates a sewagecollection system which will discharge sewage into the trunksewers or the sewage facilities of the common sewer districtshall constitute an advisory board of the district. If there arethree or fewer municipalities and subdistricts the organizationof an advisory board is optional at the discretion of the boardof trustees, and in such case all powers can be exercised by theboard of trustees without the concurrence of the advisory board.The advisory board shall organize by electing one of its membersas chairman and one as vice chairman. The board of trusteesshall keep the advisory board informed as to all phases of theplanning and operations of the district, and the advisory boardshall make such recommendations to the board of trustees as itdeems advisable with regard to the construction and operation ofthe sewers and facilities of the district.
