Bonds, issuance on four-sevenths vote--certain counties (Jackson andCass).

204.370. 1. No common sewer district in any county of the firstclassification which has a charter form of government and which containsall or any portion of a city with a population of three hundred fiftythousand or more inhabitants, or in any county of the first classificationwithout a charter form of government and which has a population of morethan sixty-three thousand seven hundred but less than seventy-five thousandshall issue or deliver any bonds for the purpose of acquiring,constructing, improving or extending any sewerage system payable from therevenues to be derived from the operation of the system unless aproposition to issue the bonds shall have received the assent of a majorityof the voters of the sewer district who shall vote on the question or thewritten assent of three-quarters of the customers of the sewer district.For purposes of this section, "customer" shall mean:

(1) A political subdivision within the district which has a serviceor user agreement with the district; or

(2) A duly created subdistrict.

2. The question shall be submitted in substantially the followingform:

Shall revenue bonds in the amount of ..... dollars for the purpose of...... (acquiring, constructing, improving or extending the seweragesystem) be issued by the ...... common sewer district?
