Treatment plants, contracts for--agreements for professional services.

204.622. 1. The board of trustees for the reorganized common sewerdistrict shall let contracts for the construction of sewers and sewagetreatment plants that will cost more than twenty-five thousand dollars,except in case of repairs or emergencies requiring prompt attention.Notice of the contract bid process shall be published in a newspaper ofgeneral circulation in the district. The board shall select the lowestresponsible bidder in no less than twenty days following such publication.The board shall have the power and authority to reject any and all bids andreadvertise the work.

2. The board of trustees also shall have the power to enter intoagreements with persons or firms to provide professional services to theboard, and the board shall adopt policies for procuring the services ofsuch professionals. The provisions of sections 8.285 to 8.291, RSMo, shallbe applicable to the services of architects, engineers, and land surveyorsunless the board of trustees adopts a formal procedure for the procurementof such services.
