Improvements may be made--issuance of revenue bonds--assessments.

204.652. As an alternative to all other methods provided by law orcharter, the governing body of any sewer district or reorganized sewerdistrict organized and operated under this chapter or chapter 249, RSMo, orany metropolitan sewer district organized under the constitution of thisstate, may make, or cause to be made, improvements that confer a benefitupon property within a sanitary sewer improvement area under sections204.650 to 204.672. The governing body of such district may issuetemporary notes and revenue bonds under sections 204.650 to 204.672 to payfor all or part of the cost of such improvements. An improvement may becombined with one or more other improvements for the purpose of issuing asingle series of revenue bonds to pay all or part of the cost of thesanitary sewer improvement area's improvements, but separate funds oraccounts shall be established within the records of the district for eachimprovement project as provided in sections 204.650 to 204.672. Suchdistrict shall make assessments and may impose user fees on the propertylocated within the sanitary sewer improvement area, in addition to anyother fees or charges imposed by the district to provide services or paydebt. The district shall use the moneys collected from such assessmentsand user fees from a sanitary sewer improvement area to reimburse thedistrict for all amounts paid or to be paid by it as principal of andinterest on its temporary notes and revenue bonds issued for theimprovements made in the sanitary sewer improvement area.
