Assessments required, roll to be prepared.

204.658. 1. After the governing body has made the findings specifiedin sections 204.650 to 204.672 and plans and specifications for theproposed improvements have been prepared, the governing body shall byresolution order assessments to be made against each parcel of realproperty deemed to be benefited by an improvement based on the revisedestimated cost of the improvement or, if available, the final cost, andshall order a proposed assessment roll to be prepared.

2. The plans and specifications for the improvement and the proposedassessment roll shall be filed with the district and shall be open forpublic inspection. Such district shall, at the direction of the governingbody, publish notice that the governing body will conduct a hearing toconsider the proposed improvement and proposed assessments. Such noticeshall be published in a newspaper of general circulation at least once notmore than twenty days and not less than ten days before the hearing andshall state the project name for the improvement, the date, time, and placeof such hearing, the general nature of the improvement, the revisedestimated cost or, if available, the final cost of the improvement, theboundaries of the sanitary sewer improvement area to be assessed, and thatwritten or oral objections will be considered at the hearing. Not lessthan ten days before, the district shall mail to the owners of record ofthe real property in the sanitary sewer improvement area, at their lastknown post office address, a notice of the hearing and a statement of thecost proposed to be assessed against the real property so owned andassessed. The failure of any owner to receive such notice shall notinvalidate the proceedings.
