Trustees, election, ballot--vacancies, how filled.

205.041. 1. Each candidate for the office of health center trusteeshall file with the county election authority an announcement of candidacy inwriting. The announcement shall indicate whether the individual is acandidate for a full or an unexpired term of a named predecessor. No filingfee shall be required to be paid upon the filing of any announcement. Ifannouncements of a sufficient number of trustees are not filed, the countycommission shall appoint such trustee or trustees as may be necessary to fillall vacancies on the board which result from the expiration of the term of anytrustees and any such appointee shall serve until the next municipal electionwhen a trustee shall be elected to fill the remainder of the unexpired term.

2. The ballots shall not contain any designation of the political partyaffiliation of any candidate for trustee. The ballots shall designate thenumber of trustees to be elected and shall state whether any of the trusteesis to be elected for an unexpired term:
