Food stamp plan authorized--payments to be made only whenfederal funds are available.

205.960. The division of family services by itself, or uponthe application of the county commission, or the governing bodyof any county or city not within a county, may establish and putinto effect in any county or any city not within a county aprogram for the distribution of federally donated commodities orfor the sale and issuance of federal food stamps or coupons toneedy persons and participating families pursuant to any act ofCongress of the United States; and may execute agreementsnecessary to maintain the eligibility of this state to receivesurplus food commodities and to distribute federal food stamps orcoupons, including agreements with banking corporations, countiesand other agencies of this state, in carrying into effect theprovisions of sections 205.960 to 205.966. Payment of theexpenses of any program instituted under sections 205.960 to205.966 shall be made pursuant to those sections only during thetimes when federal and state funds are provided and madeavailable for such purposes.
