Housing assistance, provided by division, limitations on amount andduration, rules.

207.150. 1. The division of family services may, subject toappropriation, provide housing assistance to the parents of children whoare at imminent danger of removal and placement or who are in the custodyof the division pursuant to court order, if a primary barrier for keepingthe child in the home or reuniting the child's family is the homelesscondition of the parents and to parents who are at risk of having theirfamily separated due to inadequate housing or homelessness. Housingassistance shall be provided pursuant to this section, based on thedevelopment of a family housing plan. The plan will address current needs,and the movement toward adequate housing and independence. Housingassistance shall not exceed the average market rate for the area, and theplan shall be provided on a month-to-month assessment, not to exceed sixmonths. Such housing assistance may be in the form of rent subsidies, rentarrears, deposits or other housing-related assistance sufficient to obtainadequate rental housing.

2. The division of family services shall designate a housingspecialist within the division who shall be responsible for theadministration and coordination of housing assistance funds.

3. The division of family services shall promulgate rules andregulations to carry out the provisions of this section. No rule orportion of a rule promulgated under the authority of this section shallbecome effective unless it has been promulgated pursuant to the provisionsof section 536.024, RSMo.
