Definitions.

208.400. As used in sections 208.400 to 208.425 and section 452.311,RSMo, the following terms mean:

(1) "Case manager", an employee of the division having responsibilityfor the assessment of the participant's educational and employment needs andfor assisting the participant in the development and execution of the serviceplan;

(2) "Community work experience program", as defined under section 201 ofthe Family Support Act of 1988 (P.L. 100-485), a program designed to enhancethe employability of participants not otherwise able to obtain employmentthrough providing training and an actual work experience;

(3) "Department", the department of social services;

(4) "Division", the division of family services of the department ofsocial services;

(5) "Educational component", that portion of the Missouri jobopportunities and basic skills training (JOBS) program which is intended toprovide educational opportunities for participants. This component willinclude:

(a) "Adult basic education", any part-time or full-time program ofinstruction emphasizing reading, writing and computation skills, including dayclasses or night classes, which prepares a person to earn a Missouri highschool equivalency certificate pursuant to section 161.093, RSMo;

(b) "High school education", instruction in two or more grades not lowerthan the ninth nor higher than the twelfth grade which leads to the award of adiploma provided by any school to a person, to the extent that suchinstruction conforms to the requirements established pursuant to section 201of P.L. 100-485 and federal regulations promulgated under said section;

(c) "Postsecondary education", any part-time or full-time program ofinstruction in a community college, college or university as allowed byregulations of the Department of Health and Human Services; and

(d) "Vocational education", any part-time or full-time program ofinstruction of less than baccalaureate grade, including day classes or nightclasses, which prepares a person for gainful employment;

(6) "Employment component", that portion of the Missouri JOBS programwhich is intended to provide employment counseling, training, and referral andemployment opportunities for participants;

(7) "JOBS", the job opportunities and basic skills training program forAFDC recipients developed by the division of family services;

(8) "Participant", any recipient who is participating in the MissouriJOBS program;

(9) "Recipient", any person receiving aid to families with dependentchildren benefits under section 208.040 or 208.041;

(10) "Service plan", as defined in section 201 of the Family Support Actof 1988 (P.L. 100-485), an employability plan designating the services to beprovided by the department and the activities in which the participant will beinvolved; and

(11) "Transitional child care services", child day care servicesprovided, as defined in sections 301 and 302 of the Family Support Act of 1988(P.L. 100-485), to participants who have become ineligible for such servicesdue to the increased wages of or hours of employment.
