208.455. 1. Each hospital's federal reimbursement allowance shall bebased on a formula set forth in rules and regulations promulgated by thedepartment of social services. No rule or portion of a rule promulgatedunder the authority of this chapter shall become effective unless it hasbeen promulgated pursuant to the provisions of section 536.024, RSMo.
2. Notwithstanding any other provision of law to the contrary,appeals regarding this section shall be to the circuit court of Cole Countyor the circuit court in the county in which the hospital is located. Thecircuit court shall hear the matter as the court of original jurisdiction.
