209.240. 1. The division of family services shall, for thepurpose of obtaining federal financial participation in aid tothe blind payments, prepare a budget taking into considerationthe necessary expenses in accordance with standards developed bythe division of family services and the income and resources ofthe individual claiming aid to the blind. In preparing suchbudget the division of family services shall disregard the firsteighty-five dollars per month of earned income plus one-half ofearned income in excess of eighty-five dollars per month and fora period not in excess of twelve months, such additional amountsof other income and resources, in the case of an individual whohas a plan for achieving self-support approved by the division offamily services, as may be necessary for the fulfillment of suchplan. Every person passing the vision test and having the otherqualifications provided in this law shall be entitled to receiveaid to the blind in the amount of one hundred ten dollarsmonthly. Any person disqualified to receive aid to the blind mayapply for pension to the blind as provided in sections 209.010 to209.160.
2. If the funds at the disposal or which may be obtained bythe division of family services for the payment of benefits underthis section shall at any time become insufficient to pay thefull amount of benefits to each person entitled thereto, theamount of benefits of each one of such persons shall be reducedpro rata in proportion to such deficiency in the total amountavailable or to become available for such purpose.
3. Medical assistance for aid to the blind recipients shallbe payable as provided in sections 208.151 to 208.158, RSMo,without regard to any durational residence requirement foreligibility.
