Department of health and senior services may delegate powers.

210.231. The department of health and senior services may designate toact for it, with full authority of law, any instrumentality of any politicalsubdivision of the state of Missouri deemed by the department of health andsenior services to be competent, to investigate and inspect licensees andapplicants for a license. Local inspection of child care facilities may beaccomplished if the standards employed by local personnel are substantiallyequivalent to state standards and local personnel are available forenforcement of such standards.
