State and federal funds to be made available to centers to upgradestandards.

210.251. 1. By January 1, 1994, financial incentives shall be providedby the department of health and senior services through the child developmentblock grant and other public moneys for child-care facilities wishing toupgrade their standard of care and which meet quality standards.

2. The department of health and senior services shall make federal fundsavailable to licensed or inspected child-care centers pursuant to federal lawas set forth in the Child and Adult Food Program, 42 U.S.C. 1766.
