211.121. If any person summoned by personal service failswithout reasonable cause to appear, he may be proceeded againstfor contempt of court. In case the parties fail to obey thesummons or, in any case when it appears to the court that theservice will be ineffectual a capias may be issued for the parentor guardian, or for the child.
