Commission established, members, qualifications, terms, quorum,compensation.

215.020. 1. There is hereby created and established as agovernmental instrumentality of the state of Missouri the"Missouri Housing Development Commission" which shall constitutea body corporate and politic.

2. The commission shall consist of the governor, lieutenantgovernor, the state treasurer, the state attorney general, andsix members to be selected by the governor, with the advice andconsent of the senate. The persons to be selected by thegovernor shall be individuals knowledgeable in the areas ofhousing, finance or construction. Not more than four of themembers appointed by the governor shall be from the samepolitical party. The members of the commission appointed by thegovernor shall serve the following terms: Two shall serve twoyears, two shall serve three years, and two shall serve fouryears, respectively. Thereafter, each appointment shall be for aterm of four years. If for any reason a vacancy occurs, thegovernor, with the advice and consent of the senate, shallappoint a new member to fill the unexpired term. Members areeligible for reappointment.

3. Six members of the commission shall constitute a quorum.No vacancy in the membership of the commission shall impair theright of a quorum to exercise all the rights and perform all theduties of the commission. No action shall be taken by thecommission except upon the affirmative vote of at least six ofthe members of the commission.

4. Each member of the commission appointed by the governoris entitled to compensation of fifty dollars per diem plus hisreasonable and necessary expenses actually incurred indischarging his duties under sections 215.010 to 215.250.
