Director of division, how appointed, compensation and expenses.

219.031. 1. The division shall be administered by adirector who shall be appointed by the director of thedepartment.

2. The director shall be a resident of the state of Missouriwhile serving as director. The director shall have broadexperience and demonstrated expertise in the development,operation, and administration of programs for children and shallbe selected for his recognized ability, character and integrity.

3. Before entering upon his duties, the director shall takean oath or* affirmation to support the Constitution of the UnitedStates and of the state of Missouri and to faithfully perform theduties of his office; and shall enter into good and sufficientcorporate surety bond, conditioned upon the faithful performanceof his duties, said bond to be approved by the attorney generalas to form, and by the governor as to sufficiency; the premium onthe bond to be paid by the state.

4. The director shall devote full time to his officialduties.

5. The director shall receive as his total compensation anannual salary in an amount to be determined by the departmentdirector and shall be entitled to reimbursement for actual andnecessary expenses incurred in the performance of his officialduties.
