226.020. There is hereby created a "State Highways andTransportation Commission", which shall be vested with the powersand duties specified in chapters 226 and 227, RSMo, and also allpowers necessary or proper to enable the commission, or any ofits officers or employees, to carry out fully and effectively allof the purposes of chapters 226 and 227, RSMo.
