All other powers preserved to state.

226.410. There is hereby preserved to this state or itspolitical subdivisions thereof in which such parkway areas arelocated, all other powers, and expressly and specificallyreserves thereto jurisdiction in all civil and criminal matters;also the power to levy and collect a tax on all motor vehiclefuels and lubricants on said parkway, and a tax on the salethereof and of other products and services sold on said parkway,or on any part of the property conveyed to the United Statespursuant to sections 226.280 to 226.430, except sales to and forexclusive use of the federal government; also the jurisdictionand power to tax and license or to prohibit the sale ofintoxicating liquors on any such area so conveyed, or to beconveyed; also the right to levy and collect a tax on allproperty, including buildings erected thereon, not belonging tothe United States; also the authority to require licenses andimpose license taxes upon any business or businesses conductedthereon under lease with the United States. The above powersenumerated as expressly and specifically reserved to this stateor political subdivisions thereof, in which such parkway areasare situated, shall not be construed as being in any respectinconsistent with or impairing the powers of the United States.By mutual agreement between federal and state or localauthorities, their respective patrolmen may cooperate in theenforcement of parkway regulations and controlling parades orconvoys on the parkway road.
