227.050. The engineer shall, as soon as practicable, submitto the commission in writing his recommendations as to detailplans, width of right-of-way and surfaced roadway and type andcharacter of construction for each county, and at the same timefurnish a copy thereof to the county clerk for publicinformation. The commission may approve, disapprove, modify oramend the proposals so recommended, and the action of thecommission thereon shall be the action of the department on suchsubject, and shall not be modified or disturbed except bysubsequent action of the commission.
