Approval of projects--procedure.

227.615. 1. The commission may by commission minute preliminarilyapprove the project if the commission determines the project will improveand is a needed addition to the state transportation system.

2. After a project has been preliminarily approved by the commissionpursuant to subsection 1 of this section, the commission shall submit theproposed project to the joint committee on transportation oversight, asestablished in section 21.795, RSMo, for final approval. The jointcommittee shall approve such project submission by a majority vote.

3. Any private partner who has had a project request disapproved bythe joint committee on transportation oversight may, within fifteen days ofthe committee's disapproval, request a hearing before the committee toreview the committee's determination. Such request shall be made inwriting. Within thirty days after receipt of the written request, thejoint committee shall grant a hearing and set a date therefor.
