227.651. The private partner shall provide the commission a detaileddisadvantaged business enterprise participation plan that conforms tocommission reporting requirements for the federal disadvantaged businessenterprise program under federal law and regulations on federal-aid highwayprojects. The plan shall also provide information describing theexperience of the private partner in meeting disadvantaged businessenterprise participation goals, how the private partner will meet thedepartment's disadvantaged business participation goals, and such otherqualifications the commission considers to be in the best interest of thestate.
