Petition for establishing road.

228.020. Applications for the establishment of all publicroads, except state roads, shall be made by petition to thecounty commission. Such petition shall be signed by at leasttwelve registered voters of the municipal township or townshipsthrough which such proposed road may run, three of whom shall beof the immediate neighborhood, and shall specify the proposedbeginning, course and termination thereof, and shall beaccompanied by the names of all persons owning land throughwhich such road shall run, with the amount of damages, if any,claimed by them, so far as can be ascertained, and also thenames of those who are willing to give the right-of-way for suchproposed road, except that if the proposed road begins orterminates on, or runs along a boundary between the countywherein such petition is filed and an adjoining county, any orall of the petitioners may be registered voters of suchadjoining county, and of the municipal township or townshipsthereof through which the proposed road may run, or in which theproposed road may begin or terminate.
