230.050. All county highways constructed under theprovisions of this chapter shall be of such type, and upon suchgrade as to permit of the improvement and building up of suchhighways from time to time as funds are available to a typeequivalent to the secondary highways of state highway system, andof such type as to permit of ultimate hardsurfacing in themanner, and in accordance with the specifications of the statehighway or chief engineer of state transportation departmentfor hardsurfacing of primary roads of the state highway system.
