County receipts from county aid road trust fund, how expended--whendistributed.

231.441. 1. All moneys received by a county from the countyaid road trust fund shall be used within the county solely forthe construction, reconstruction, maintenance and repairs ofroads, bridges and highways as the county commission shalldirect. The county commission shall formulate by writtenregulations, rules and policies for the use of such funds whichshall be kept on file by the county recorder for publicinspection. The state highways and transportation commissionshall have no authority to promulgate rules and regulationsconcerning the expenditure of such funds and all such rules andregulations heretofore promulgated shall be null and void.

2. The state treasurer by the tenth day of each month shallremit to the county treasurer of each county its allocated shareof the county aid road trust fund.
