231.455. 1. Each fiscal year for two fiscal years,beginning with fiscal year 1979-80, the general assembly shallappropriate not more than eighteen million dollars for local roadand bridge purposes as provided in sections 231.450 to 231.460.
2. The payment of the funds so appropriated shall be made bythe commissioner of administration as soon as practicable afterthe beginning of each fiscal year.
3. The payment shall be made to the governing bodies of thevarious counties and cities, without any formal applicationtherefor, shall be used solely for local road and bridgepurposes, and no part of the moneys so paid shall be used uponany road or bridge which is wholly or partially maintained by thestate transportation department.
