242.420. The board of supervisors of any district organizedunder sections 242.010 to 242.690 shall cause to be kept awell-bound book, entitled "Record of board of supervisors of...... district", in which shall be recorded minutes of allmeetings, proceedings, certificates, bonds given by all employeesand any and all corporate acts, which record or records shall atall times be open to the inspection of anyone interested, whethertaxpayer or bondholder.
