Board of supervisors to call annual meeting and election--ownersof land benefited entitled to vote.

245.070. In the same month of each year after the electionof the first board of supervisors, the board of supervisors shallcall a meeting of the owners of land and other property hereindescribed in the district, in the same manner as is provided forin section 245.060, and such owners shall meet at the time andplace fixed by the board of supervisors and elect one supervisortherefor in like manner as prescribed in section 245.060, whoshall hold his office for five years or until his successor iselected and qualified; and in case of a vacancy in any office ofsupervisors the remaining supervisors may fill such vacancy untilthe next annual meeting, when a successor shall be elected forthe unexpired term; provided, that after the report of thecommissioner has been confirmed by the court under the provisionsof section 245.130 only the land and other such property havingbenefits assessed against it shall be entitled to vote at theannual meetings held under the provisions of this section.
