Powers of board of trustees after adoption of plans.

249.370. When the plans referred to in section 249.360 withreference to subdistricts have been adopted by the board oftrustees and the resolution of adoption published as providedtherein, the board of trustees shall have the power, whenpetitioned so to do by a majority of the resident owners of alltracts and parcels of land lying within such subdistrict as laidout in said plans and described in such petition, to provide forthe construction of a complete system of lateral sewers in suchsubdistrict or any part thereof, issue bonds in anticipation ofthe revenues of such subdistrict in the manner provided insections 249.390 to 249.420. The board of trustees shall havethe power to determine the sufficiency of the petition.
