Joint sewers may be established by county commission.

249.500. Joint district sewers may be constructed by thecounty commission whenever the county commission deems itnecessary that a sewer shall be constructed in any part of asewer district extending into two or more districts. In suchcase, it may, by resolution, unite contiguous sewer districtsinto a joint sewer district and cause a sewer to be constructedtherein in like manner and in all respects as is provided in thecase of district sewers. The cost of constructing said jointdistrict sewer, less any amount procured from federal or othergovernmental source, shall be assessed and paid in special taxbills against the property included in the joint sewer district,the same as provided in the case of district sewers. The actionof the county commission creating the joint sewer district shallbe conclusive as to the necessity therefor, and no special taxbills shall be held invalid or be affected on account of theincluded drainage area thereof, or the size, character or purposeof such sewer; provided, that no sewer district shall be includedin such joint district which is not included in the naturaldrainage area in the valley or watercourse in which the jointdistrict sewer is proposed to be constructed, or which may beconveniently served in said area.
