Contract bids.

249.510. If the county commission determines to proceed withthe construction of district sewers it shall cause plans andspecifications to be prepared by the sewer engineer and shalladvertise for bids for said work by causing a notice to biddersto be published, at least two weeks prior to the date ofreceiving bids, in a newspaper of general circulation publishedin said county. All contracts for such work shall be awarded tothe lowest and best bidder, but the county commission may rejectany and all bids.
