Construction without contract.

249.530. In addition to the method of constructing sewers bycontract as provided for in section 249.510, if the countycommission deems it practicable to procure from federal or anyother governmental source any part of the cost of theconstruction of main or submain or lateral sewers, or if for anyother reason said county commission deems it more efficient andeconomical to construct any of such sewers without letting acontract therefor, the county commission may proceed to theconstruction of the same under the supervision of the sewerengineer. In such case, an accurate account of the cost thereofshall be kept by the county commission and the commission shallbe authorized to accept any financial aid either by thecontribution of labor or material, or both, and any amount soreceived shall be first applied to the cost of such work and thebalance thereof shall be paid by special assessment apportionedas provided in section 249.510, and special tax bills shall beissued therefor. The tax bills authorized in this section may beissued in installments, or payable at one time, as provided insection 249.520 where work is done by a contractor. The countymay bring suit to collect the said tax bills, or they may beassigned by the county commission on such terms as it deemsadvisable.
